Humanity has been under the firm grip of the Universal Union for over a decade. Under their rule, humanity has suffered all forms of injustices as their Combine Overlords seek to bring the Earth under their control. Innocent citizens of this new order are killed or imprisonned daily, while others simply disapear, never to be heard from again.

But there are those within humanity that have resisted. For all of these years, they have waited for the prime opportunity to lash out against their oppresors, and throw off the chains of the Union. Waiting in the shadows, this resistance has grown slowly and methodically...

War has broken out. City 17, the de facto capital of the Combine Empire on Earth has collapsed into a state of chaos. The Union no longer has control over their primary stronghold, with humanity locked in an intense struggle to become free once more.
