This is Dark Interval's XM29 Combine O.I.C.W. Inspired by the early AR2 of Half-Life 2's in-dev/beta development stages, which would later be discarded and replaced by the I-Rifle circa 2003-2004. Based on the 1999's XM29 Objective Individual Combat Weapon developed by Alliant Techsystems, with Heckler & Koch.
