Realistic Movement Speed Mod is a mod that changes player movement speed to be more realistic.
You can easlily adjust speeds in .lua file of this addon.

@Mr. Blue pretty sure that's the point, it's like slow walking in CSGO, dampens your footsteps

@gekon I noticed when I ALT walk, no footstep sounds are heard, do you know any mods that fix this?

Because there is already a separate mod for custom speeds
