I downloaded the BSP manually to figure out what was going on here, and from what I've found out, the author removed a .lmp (Files that contain portions of the map) from the .bsp. ( Another user had the same error message when decompiling another map with a seperate .lmp : https://github.com/ata4/bspsrc/issues/53 ) Perplexingly, the map doesn't seem to come with this .lmp file.
While this doesn't block people from playing on the map (through multiplayer, for... some reason?), it does stop people from editing the map.
According to http://wiki.garrysmod.com/page/Steam_Workshop_Rules , This violates the section "Everyone is allowed to use addons you upload".
I'd reccomend updating the addon to include the .lmp by default, and keeping an eye out for any unauthorized edits.
