ex) South Africa, Mexico, French Indo-china(Vietnam), Romania, Yugoslavia, Korea(But occupied by Japanes Imperist + Communist Leader is Pak Hon-yong)

either i'm doing something wrong or the merging with the comintern decision is just broken in this version of the mod as it never displays and you need to do workarounds
