Unfortunately this is "one of those ships" that would need a ground-up rebuild for RE. Just about everything would need ripped out and replaced including all the hardened and combat blocks (which would all become plain steel or carbon due to RE's weight system) and the shield generator would have to drop to the small one as default because of CPU.
As her thrust effectiveness drops from 460MN to 115MN in 4G, you'll have 115-80 = 35MN for lifting cargo.
To understand how she'd perform in other gravities is simple maths ... 2G would be 460MN/2 = 230. 4G would be 460/4 = 115. (so adjust weight on-board accordingly)
Or maybe even a hologram emitter to point it out. Mind you its only for new people. As a anti-theft device its fine.
It should be fine on high-G planets (certainly up to 4G anyway, beyond that I'm not so sure).
As a CV, in vanilla, you won't be using it for mining on-planet as CV drills are "use in space only".
It looks to like a fantastic (survivable) mining CV. I look forward to trying it. My only concern is how it does on high G planets (cause I'm rather new to game and can't tell from the stat page).
But from your description I am very optimistic.
Myrmidon said you can put anything in cargo controllers. The point that is missed (I think) is that a harvest controller (required by harvest tools) will hold the same volume as cargo controllers but NOT NEARLY the number of TYPES OF CARGO as the harvest inventory does not scroll. So the CV will definitely benefit from one harvest and one cargo container. As you have done with your fine CV here.

The design concept of the ship is that the mining lasers and the tool turret (for salvage) both feed the ore cargo array. You can then transfer the haul to the general cargo array, from which the constructors draw materials and output assemblies into the various cargo boxes. This is the same concept I use in all my ships and bases, and you can see it in action in my livestreams and videos.
