- Nukes now kill people (can change the amount in file)
(default) Nuke kill 5% of current state population + flat 100k
(default) Thermonuke kill 10% of current state population + flat 200k

- Make custom file edit easier

- Nuking the same state repeatedly now gives diminishing debuff progress

- Thermonuclear strike now generate more debuff progress than normal nuke (50% more)
