Sector Cost Reduction

Description
This mod will reduce the costs to 5 Points

Influence cost for revoking a planet from a sector: 5

Influence cost for deleting a sector: 25

This mod will only change these variables and is compatible with every other mod

** updated for 1.4.x *

Little advice for those who waiting for th fix: go to /Steam/steamapps/workshop/content/281990/682828706/scr.zip/common/defines/common/defines/scr_defines.lua
open file with notepad and change in line "NDefines.NGameplay.SECTOR_REVOKE_PLANET_COST = 5 -- Influence cost for revoking a planet from a sector" word "PLANET" to "SYSTEM"
At least revoking systems will be cost 5

Hey bud. The game's warning is probably superflous since I reckon it still works but could you update the versioning file just so it says it's compatible with the latest 1.2.3 patch?
