in the init field of the 'gong':
this addEventHandler ["HitPart",{_segments=_this select 0 select 5;if((_segments select 0)=="segment_17")then{_ied=createVehicle ["ModuleOrdnanceRocket_F",getpos ied,[],0,"CAN_COLLIDE"];}}];
keep in mind, you will need an object (game logic) that is set to ied to get this to work.
