you will need Realms of Exether loaded before this one, as the base for the change is a file from RoE (you could try to use it on base game but it may alter something as RoE is a total conversion mod that adds a lot)

I just changed one parameter that Paradox added that allows assimilation why culture is in it's homeland, you still have to follow the regular rules for assimilation

i am not sure if this mod still work or how exacly this mod is supposed to work
