Remove Ship Alloy Upkeep (v3.14)

# Overview
This mod removes alloy upkeep requirement for ships introduced in v2.2. Energy/food upkeep remain unchanged.

As a side effect, this mod also removes the 90% upkeep reduction cap (introduced in v3.6) to completely remove alloy upkeep. This means it's possible to stack upkeep reduction to 100% through plantet ascension and other modifiers.
