I think the easiest way to make the traits pickable in the empire creator would be to create a copy of the trait(s) which are only available at game start and do not have the requirement to have a subclass trait.
Well, yes, but actually no. They're all veteran traits, and require a subclass before they can show up.
Commanders with the general subclass have a pool of traits separate from those with the admiral subclass. I have not added any non-army traits to the pool of general traits.
This person ment that the amount of trait's you've added, watered down the pool of triats so it's less likely for generals to roll army traits. With addition of so many new trait's you may need to increase the range of choice.
