During ww2 and since ww2, divisions were made smaller and smaller until armies reached the brigade or regimental level system. Historical division table of equipment and organization show ally and axis combat units, like armored or combined arms units, would be around hoi4's ~20width instead of the meta 30w or more. Large divisions were unwieldy to command and organise, smaller units could respond and react better. So each battalions could add -1% attack and -1% org to the unit, resulting in stronger light units.
