HP Handicap

Description
Allows room/lobby hosts to set the starting HP of each player. This is set for p1/p2, not for specific steam IDs, so if you want a specific person to have an HP handicap, play on Legacy, where you can see which side you're playing on beforehand, or just restart the game a bunch of times in a steam lobby.
