Cold Water Ports

Description
Compatible with 1.8.*.
Compatible with VTM, load order doesn't matter.
Supports all official languages (English, Brazilian Portuguese, French, German, Polish, Russian, Spanish, Japanese, Simplified Chinese, Korean, Turkish)

Adds a state modifier to simulate Russia's historical difficulties getting access to warm water ports.

Currently the game doesn't represent the fact that some ports in the northern hemisphere get blocked by sea ice during winter, thus severely limiting seaborne trade. Access to the high seas has been an issue at the center of Russian geopolitical strategy since the eighteen century, motivating westward, southward and eastward expansion.

This mods tries to represent seasonal sea ice blockades by halving port throughput in affected states, as well as other naval penalties shown in the picture. This will encourage any Russia player to acquire warm water ports should they want to build up international trade and facilitate overseas operations.

Affected states:

Russia: Ingria, Arkhangelsk, Rostov, Okhotsk, Chukotka.
Finland: Ostrobothnia, Uusimaa, Oulu, West Karelia
Sweden: Norrland
North America: Quebec

This mod only included states whose coast was completely covered by non-navigable ice for a significant part of the year. So, for instance, Northern Manchuria and Kamchatka are not included, because some parts of their coast were actually ice-free (which is, incidentally, the reason why the port cities of Vladivostok in Manchuria and Petropavlovsk-Kamchatsky in Kamchatka were founded).

If VTM is also used, the following states will also be affected:
Russia: East Karelia, Kamchatka
North America: Newfoundland

With only VTM the penalty of cold water port is less severe, the Port building throughput penalty will only be -40%.
If Cold Water Ports is used with VTM, or alone, the penalty will be exactly as the image suggested.

image number 6 clearly shows that Rostov has ice troubles.

Mod description says Rostov port is included but Rostov is situated on a black sea coast far to the south from all other ports in mod, maybe it's a mistake? Looked at it's availibity through year - data says spring-summer-automn, in winter not always ice bound. Seem to me really diffirent from other far north ports. After all there are alot of other ports that could ocassionally become ice bound in the winter and none of them in the mod.
