Three NPCs from the sadly cancelled "The Lost Story" mod. These aren't replacements, they are hexed models and spawnable npcs found in the NPC tab.

Includes the Metrocop,Combine Soldier and Shotgunner.

from that what i know the metrocop model is based around the ea collab with valve but i dont really know i saw a youtube video on this some time ago.
