This mod works, and does exactly what it says on the tin, which helps a lot in certain circumstances. However, there are also circumstances where it makes things much worse.
For instance, let's say I'm Germany, in the axis with Italy. Italy wants to declare war on Greece. Fine, I'm too busy dealing with the UK tho. When he calls me into the war, though, I accept, since I want to be nice to my allies. But I don't actually send any troops down there.
Italy quickly runs through greece before I can even blink. It's peace conference time. I don't care about greece, and i'd much rather Italy have it, so I don't claim it.
Oops. I forgot. Technically a "player" was involved, so Italy didn't do anything in the peace conference. Greece and Italy just get a white peace.
This is what Krenz meant when he says that all AI whitepeaces no matter what. There's no way for me, as germany, to give greece to italy. italy has to claim it for itself.
I don't think an AI Japan is supposed to white peace an AI china with only AI involved in the war.
