Remember, the whole purpose of mods, is to add content to peoples' game and have fun with new experiences. Mods are not for someone to say "Hey everybody, look at me, look what I did! ME!".
1.3 textures mods usually work in 1.4, I for one still use a silver coin retexture mod that screams at me in Rimpy everytime because it's nOt FoR 1.4 but the texture still shows up.
Best thing you can do with rextextures is try them out. That doesn't mean go and use re textures from a mod mad for 1.1 or alpha 19 or whatever though.
