Also, I did some experiments and was able to finally get people moving in by building other on/off ramps at other places on the highway and they worked just fine, so the problem is with the existing on/off ramp configuration. I investigated closely and discovered some blockages were causing the problem because of two things - several of the on/off ramps, the ones that have to go underneath another piece of the configuration do not have enough room to pass under. so after raising some of those upper levels just a tad, that problem was fixed. Moreover several of those upper levels have their pillars in the middle of the lower ramps, right in the middle of the road - you have to look beneath the very bottom ramps to see how the pillars are blocking the way. So moving those off to the grassy area fixed that problem also.

Additionally, for no reason, no garbage trucks or recycling trucks will spawn so there's no way to clean away any garbage and the flashing icon of a garbage can is over every building.

Absolutely beautiful map. The problem is, I can't get anyone to move in. :) Traffic galore on the highway, but no on will get off and are leaving all their homes empty.
