Hat Painter & Crit Glow Tools 2.0

A tool originally made by NO LOAFING! that adds paint to TF2 cosmetics, and another that adds critglow/jarate to weapons and characters.

This version of the tool restores the useful Bonemerger Compatibility function, which was previously removed. It converts effects into prop_replacements while keeping the latest update that fixed the errors associated with prop_replacements.
