Good result, some might not realise that both water supplies.
Not a great deal is obvious with this update, much is left to "figuring it out". When you have done that it is a very good major update.
I have not yet built this within my game to replace the original non water version. I am converting my 65k population map to that of water and sewage usage. Then, in time, I will hope to use this adapted factory.
I am not suggesting that your issue is related to sewage, you do mention water only, I am trying to understand if sewage is working as expect as well.
Put aside the fact that the chemical works needs water for production and sewage, just for waste from production. If it did not need that it would still require drinking water and waste removed from the drinking water, like, for example, the other industries do.
However I have not yet connected a food production, concrete, chemical plant, etc to my in the process of being built water and sewage system to know if they indicate there is a water production problem, not enough or none, or if they will also indicate there is a water drinking problem separately..?

Also a sewage pipe fitted and then a sewage drain available..?
