Metropolice Elite PM and NPC (cut from Combine Armored NPCs II)

So basically, this adds the Elite Metropolice model (normal and armored variation) that was cut from Combine Armored NPCs II, but was included in first one.

This was made so you could use this model with Combine Armored NPCs II, as the first one would conflict with the second one (material conflict) and because who wants twice the same NPCs and Playermodels in the list.
Addon is standalone.
