The South-East slower

This is the "South-East" scenario, except on the slowest speed available; should be 25 seconds per week. As such, you can find this mod in Scenarios.

Note: I only downloaded the parameter editor, but not the map editor (at least yet), and this scenario contains two oil fields which were defined in the parameters, but were missing from the map editor data. I deleted those two from the parameters too.
