Report a translation problem
Like he has trouble hitting things, but why does that translate to 1/4 the range? Should be a nerf to his spread instead (increased spread) of about ...30%? Especially since he's using a spread weapon.
Artifacts are pretty much part of the game, so a nerf of 50% hurts progression and goes against the risk-and-reward purpose. Bring it in line with key drops at least.
On top of all this you only grant 15% damage, slightly easier heart drops, a faster teddy and a 10% boost to speed. Pretty punishing for so little.
