Apparently, in one of the latest rimworld update, the pawn food choice algorithm was modified, and TLDR regular pawns won't eat raw food until "ravenously" hungry (to avoid mood debuffs). So pawns not being able to eat raw food from the storage regularly is normal. However, that process is bypassed when the raw food is in the inventory (due to some mod, or vanilla?) and can start eating it as soon as they're hungry, hence why they keep on following the tamers (or haulers). Without this mod, if they don't have it in their inventory, they continue on their day until they become ravenously hungry and start looking for raw food.
I had a colonist taming, and people following him outside.
