However I can offer something: I'm currently working on a low poly car pack I found. According to the mesh names it's a LOD pack of a more detailed car pack but it features about 23 cars that all seem to be under 1000 tris - and that seems to be exactly what you're looking for. It will take some time though since the cars don't even have wheels yet...
Oh and since you asked: I'm currently running skylines with dozens of vehicles (and about 2500 assets total) on a gtx750ti and 16gb ram.

I think it's one of the best optimize's car..
Vanilla cars are betwen 500 and 1000 tris maximum. And 800 or 900 tris it's for big trucks..
1742 it's again too much.
Maiby you could create two files, one for the original with 1742 tris for the best powerfull PC's users and the second file under 1000 tris for those with just de recommanded configuration..
Waht is the configuration of your PC ?
Personaly I have not a bad PC, but with all the mods and assets I have, I think my PC will burn in hell soon.. it's the reason why all the vehicles I download have to be under 1000 tris.. like the vanilla's cars.
