Prolouge: Civil Defense Force - Introduction
The Civil Defense Force, Never heard of em'!
You're probably right to be skeptical to this factions mere existence, seeing that you've probably never seen them before. Especially not if you're reading this guide. This is because the Civil Defense Force - its units referred to specifically as Conscripts - is a program made up of Civil Volunteers sent to secure the outlands. While their identity many not be hidden, that doesn't mean they aren't any less fierce than the MPF. Trust me, you won't like 'em.




While a Conscript, Compared to an MPF Unit, may display some "emotional connection" to citizens for the sole fact that they are maskless, that does not mean they are to be any less dutiful. If anything, the Civil Defense Force is the faction significantly higher in expectation of discipline and roundabout attitude.


Knowing the Uniform
As a Metrocop knows their suit inside out, a Conscript's got to know the mother of the sheep who's wool was used to make their jacket. Every unit within the Civil Defense Force is fitted with a combat-ready military uniform, packed with all the needs to survive, look fashionable, and function properly. However, there is more to a Conscript's suit than meets the eye.


Let's take a look at the many accessory to a Civil Defense Uniform.

Light Kevlar Body Armor - It wouldn't be pleasant to send out a number of armed soldiers out without any protection; Rather, the public is made to think this has been done. Instead, a majority of Ground Units wear Light Kevlar Body Armor beneath everything as to not be visible. A typical vest has a bullet catch rate of about 60% - Only two out of five shots from a long distance would ever typically get through.. But thats just if you wore the body armor naked, of course. A T-Shirt is usually warn over.


Union-Grade Utility Vest - The next layer up for a typical Conscript would be the Utility Vest, made up of a flexible plastic-substitute thats a bit stronger when it comes to durability. The Utility Vest crosses over either shoulder to form an "X" on the chest, and contains six hooks and connectors on either side. The vest is surprisingly thick, but I wouldn't trust it to alone withstand any sort of projectiles coming your way. Conveniently enough, the Utility Vest has a reserve holster for a small sidearm beneath your Jacket. (See below)


CD Jacket - Customly sewn by an enslaved alien far from earth, each Jacket is made customly to fit each unit to be combat ready and maneuverable. Strategically, this jacket is made to cover the undergarments of every unit, concealing the bulk of protection. Congrats! You're now living bait. If you like pockets, you'll like this jacket. Two in the front, two at the sides by your waist, and four inside, you could carry your lunch out to work.


RFB (Rubber Flack Brace) - The Union has prepared its troops for any catastrophe that should come its way - Leg injury being one of the biggest. On a typical day, if you're shot in the legs, you're better off dead. With the RFB, a brace made mostly of steel and a Combine-Equivalent Steel, if you're ever shot in the legs, you won't fully lose the mobility needed to survive. The RFB was designed to withstand its structure after being penetrated by a handfull of bullets before breaking, allowing the user to make a safer getaway.

FBS (Full Biochemical Protective Suit) - Given for missions that require additional protection or are in locations hazzardous to most, The FBS Gasmask suit is designed to resist most poisonous toxens, and only allow in safe chemicals for its wearer to breathe.
This item is issued for special purposes only, and is not a default part of your uniform.
Section I: Article I | Ranks and Requirements
The MetroPolice and the Conscripts may appear polar opposites in practically every way, however, at the very base of Union Fundamental Skills, each have identical qualities and requirements for success. Should you, the reader, be referring to this section of the guide as instructed by your Drill Sergeant, the importance of memorizing the following article will be in the same level as UFS Basics, and has a high recommendation for further studies and inquiries.




Ranks and Requirements
This portion of this Article is formatted similarly to MPF Ranks and will have its equivalents, but will contain different duties and requirements to fulfull for promotion or to retain a currently held rank. Requirements carry over from all previous ranks. (i.e. Specialist still require Fundamental Training to be completed.)

PvT | Private

Fundamental Training
CQC Training

Privates are only permitted to leave the Conscript Base when escorted by a Lance Corporal or higher, and are only withdrawn for Training and specific PTs made for Training by qualified ranks. PVTs are permitted a Lee Enfield Rifle for marksman training. As for standard issue, Privates are granted their M4s, early Privates will also receive a Beretta M9 Pistol, to which they will use as a sidearm from this rank onward.

PFC | Private First Class

Recruitment and Basic Training
Advanced CQC Training (AKA: CQC Accompanied w/ Firearm)

Private First Class is permitted to request to join PTs if they are hosted by units of ranking Corporal or Higher, but may not patrol alone. PFCs are permitted a Heckler and Koch MP5 for automatic weapons training.

SpC | Specialist
Firearms Training
Proof of Knowledge

Specialists are armed with a Heckler and Koch MP5, and are permitted to join patrols freely. They may not patrol alone.

LCpl| Lance Corporal
Continued Acceptable Service

Lance Corporals are armed with a Model 4 Advanced 1 assult rifle, and are allowed to either start patrols or patrol alone. They are also the first rank considered a non-commissioned officer.

Cpl | Corporal
Continued Acceptable Service

Units at this rank are permitted to provide basic recruitment training under approval by High Command.

Sgt | Sergeant


Sergeants are given an Eotech Sight modification for their M4 assult rifles. Sergeant is the second to last rank of the Low Command Civil Defense. Units at this rank may recruit Loyalists for Training.

SSgT| Staff Sergeant
Continued Impressive Activity and Performance

Staff Sergeant is the last rank within low command. They are expected too act as a role model, and keep their soldiers, and division in line.
Section I: Article II| Armorments, an In-Depth Analysis
A soldier must know the ins and outs of their weapons, the ups and downs of how they function, what their specialties are, how to effectivley use said weapon, and how to safely use said weapon. Knowing your way arround a firearm can mean life and death in certian circumstances, Lets take a look at the munitions of the Civil Defense Force...


The Lee Enfield


The Lee–Enfield is a bolt-action, magazine-fed, rifle that was the primary firearm for the British Empire and Commonwealth during the first half of the 20th century. Getting the nickname 'SMLE' (Small Magazine Lee Enfield) it was used by global militaries pre-war in the early days. In modern time, the rifle is used ceremonialy, and is given to units of the CDF to practice their marksmanship with, however the practice is ignored in urban cities all together. The weapon uses a standard bolt action design.

The Beretta M9A1


The Beretta M9A1, Dubbed M9 is a 9×9mm Parabellum pistol adopted by the United States Armed Forces in 1985. It is essentially a military specification Beretta 92FS. While that was its purpose pre-war, the pistol has found its way into usage by Civil Defense Force soldiers, a simple and reliable handgun useful in any situation.

The Heckler and Koch MP5


The Heckler and Koch Machine Pistol Five (HK MP5) is a 9mm submachine gun of German design, developed in the 1960s by a team of engineers from the German small arms manufacturer Heckler & Koch. The weapon saw widespread usage by special forces units of the pre-war militaries, and heavy usage by pre-war law enforcement, The weapon of the Good Guys. Given to units who are in need of automatic weapons training, the MP5 stands as a prime example of what a submachine gun is, it is small enough for use in CQC, and accepts the standard Nine-Milimeter cartrages most pistols use.

The Colt M4A1


The M4A1 is a shorter and lighter variant of the M16A2 assault rifle, used by the United States armed forces. In modern times, the rifle is viewed as the unofficial symbol of the CDF, Most rifles share their war-time in wood. This one, was different. Forged in iron, with black reflective paint. As you progress through the ranks, your M4A1 will gain an Eotech sight modification, and a laser-sight, both of which aiding in your ability to aim.

Divisional Specific Weaponry

The M249 SAW Light Machine Gun



The M249 SAW LMG is the American adaptation of the Belgian FN Minimi, a light machine gun manufactured by the Belgian company FN Herstal (FN). The M249 provides infantry squads with the high rate of fire of a machine gun combined with accuracy and portability approaching that of a rifle. The weapon is as the name implies, a machine gun. With a high rounds-per-minute count, this weapon is designed and used only when it has to be. Though it is capable of handheld use, the weapon functions best when mounted on its bi-pod.

The weaponry of High Command

The LR300


The LR300 is an American rifle manufactured by Z-M Weapons. The LR stands for "Light Rifle" and 300 is for 300 meters. The weapon is touted as an 'excellent entry weapon system' indicating a suitability for military use in close quarters battle. Given to soldiers of the High Command, the weapon is a blend between the M4 and M16, Containing all that is needed for self defense and offensive operations. The rifle is even stamped with the Union Emblem.

Section I: Article III |Divisions
While the MPF operate in complete uniform, the Civil Defense alternativley, divided by three. Each Division is reliant upon each other, each Division's responsibilities all supplementary to protocol. Divisions are assigned by choice, but may be forcfully selected if needed.

Rifleman [RFM]
- A Rifleman is called upon for basic operations and Patrols. This is usually the largest division in most Sectors, and therefor carries the largest force on its shoulders.

Units with the rank of Private and Higher have authorization to join this division.



Infantryman [InM]
- Units of this division are assigned Heavy-caliber weapons for short-ranged assaults, and are usually prime in the skills of marksmanship among their current class. Units in this division will be permitted to lead squads after the rank of Cpl.

Units with the rank of Private First Class and Higher have authorization to join this division.



Tactics [TcT]
- The Tactics Division bestows a unit a position of power, of coordination, and of leadership. Units in this division will give up their rifles, only being issued their M9A1 Pistol. Units of this rank are mainly responsible for more advanced training and the creation of tactical formation when in the midst of a situation, good or bad. Tactics are also responsable for most non-combat feild aid, each Tacticion being able to choose a speciality to train in, such roles might include but are not limited to Medical work and Engineering

The Tactic Division is highly restrictive, units above the rank of Private First Class may nominate themselves to join this division.


Section I: Article IV|Behavior and Uniformality
Unit-To-Unit Uniformality

The aim of the large defensive game all units play is uniformality, as what team of anything works fine when each individual member is uncoordinated and imbicilic. Uniformality is the act of appearing physically, mentally and vochally uniform, the prefix Uni meaning One, and the word Form. Together the word's proper definition is ''(One-Form)''. The only excusable instance where visual and mental uniformality is tweaked is based on the orders specific units may achieve, and dependant on their divisions.

Specific Uniformality is however, a common practice within the feild. Of course, if a Tacticion is next to an Infantryman, they would both function in different ways, Divisional tasks always come before basic uniformality, unless ordered otherwise.

Units have to treat themselves with good cohesion at all times. Conversation within your own sanctioned location is not to be prolonged longer than it has to, and conversation outside any union sanctioned location will be on your duties and assignments Only. Personal information disclosed within units will be taken as signs of mental weakness. This is not a Youth camp where you can socialize, this is a Military.

Unit-To-Civil Body Uniformality

On the subject of the Civil Body, the CDF's purpose and goals do not concern them directly. Units are advised to not speak to citizens unless spoken to, or its absolutley needed. If a citizen comes to speak to you, respond if the question is valid, or if you have the time. Personal information or information regarding your tasks of any kind must never be disclosed to a citizen. Conversations will be short and to the point, we're not here to monitor citizens, that is the job of the Metropolice. Your job is simply ensuring the cities saftey.

If, for example, You are on a Vehicle patrol, and a citizen were to get too close to your craft, you would raise your voice and instruct the citizen to stand back "Stand aside from the Carrier!". Remember to stick to Witness Detainment codes, as leaked information about mission failures to the civil body can cause mass panic, only making everyone's life more hell. Failure to oblige to these rules yourself, will not go unnoticed.

Section I: Article V |Medals and Rewards
Whether it's completing a segment of training, participating in an Operative mission, or simply devoting yourself to the Union, every unit has a unique display of Ribbons and Medals crowned upon their breast, each color and pattern telling a story of its own. However, to tell another's story, or to hardly remember your own, one must recognize the many ribbons and Medals and their meanings.


Civil Defense Force Medal: Enlist Into the CDF


Conscript Service Medal: A Display of a unit's Seniority in Surpassing the rank of Corporal.


Distinguished Service Medal: Show mastery in your duty.

Infantryman's Medal: Become an Active Infantryman.


Tacticion's Medal: Become an Active Tacticion.

Defense Squadrant Medal: Become an Active Participant in a Squad.


Medal for Heroism


Medals are issued by units exceeding the rank of Sergant, to units who meet the qualifications for each medal. Asking for, or nominating yourself for a medal is viewed as unhonorable, and will be looked down upon.
Section II: Article I |Special Deployment
Not every case will require the standard Conscript apperal and gear we all know and love. Certian situations may call for the removal or addition of third-party equipment suitable to the enviornment of the task.

The Benelli Tactical M3


The Benelli Tactical M3 is a dual-mode Pump action shotgun designed by pre-war italian weapons manufacturer, Benelli. The Benelli can contain eight shots before the need to reload becomes apparent. This shotgun fires 12-Gauge flichette rounds and is prime for close range heavy combat situations.


The Avtomat Kalashnikova Assult Rifle

The Avtomat Kalashnikova Assult Rifle (AK-47) is an automatic assult rifle used by pre-war soviet forces. The AK-47 was designed to combat the M4A1, and is relativley the same, excluding physical appearance. However, The AK-47s the Civil Defense force is handed for special occasions, dubbed 'AR1' has been modified to be more lightweight and a better ranged option. Units will be issued the AK-47 for scouting ops.


The XM29 Objective Individual Combat Weapon


The Objective Individual Combat Weapon, dubbed OICW, Is a multi-use experimental design used for any mission that requires multaple feilds of combat, such as Ranged, Close quarters, or even Melee. Most models are issued with a form of Bayonet knife, and two magazines for both fire modes of the rifle. The weapon doubles as a sniper if need-be.




The Ruchnoy Pulemyot Kalashnikova Machine-Gun

Ruchnoy Pulemyot Kalashnikova Machine Gun (RPK-LMG) is an automatic light machine gun designed by Kalashnikov, used by pre-war soviet forces. Similar in design to the AK-47 however very different in functionality, the RPK is designed to be mounted on its Bipod, Attempting to shoot such a weapon with no additional support, will.. Not end well for the user, to say the least.

Section II: Article II |Formations
To quote the Metropolice Feild-Manual "To be unique would be an offense to the Union, as it would disrupt the uniform process of organization within your Sector" As any formation of units should, units are required to remain professional, to give the public and their commanders the sense of Uniformality.

Hense, Formations. Patrol formations are tactical positioning of units while on patrol, designed to be practical for any would be situation, and intimidation purposes.

Alpha

Formation Alpha is the standard patrol formation. Two units will go shoulder to shoulder, with about two feet in-between them and march forward in a straight line.

Triangle

Formation Triangle is a slight modification on Formation Alpha. Formation Triangle is what the name suggests. Two units will stand roughly 3-4 Feet away from one another, shoulder to shoulder, with one unit in between, and 3 feet ahead.

Force

Formation Force is a modification to the Triangle Formation, this time, the roles are inverted. Two soldiers will stand shoulder to shoulder with 3-4 Feet away from one another, as one unit, an Infantryman, will stand in the center, 3-4 Feet back.

Watch

Formation Watch is meant to be the patrol used to moniter the streets at ground level. One unit, an Tacticion will take center lead, M9 Pistol in hand. The other two units will stand at his/her shoulder, two feet back.

Pincer

Formation Pincer is when sociostability is uncertian, and units must be prepared for anything. Two units will stand shoulder to shoulder, with 6 feet in between, In the middle will be 1 infantryman, and One unit three feet behind the Infantryman (Can be additional Rifleman, or Tacticion)

  • Requirements: 3/2 Riflemen | 1 Tacticion (Optional) | 1 Infantryman

Stab

Formation Stab is the largest of the unit-only formations. 3 units will stand shoulder to shoulder, with 5 feet between them. In between will be 2 Infantrymen, standing 3 feet ahead.

Section III: Article I |Vehicles, usage, and information.
The key, and practical asset to any situation, the Civil Defense Force utalize a selection of Vehicles in their day-to-day operations. From generic patrolers, to individual scout units, to heavy tankers, theres a Vehicle for almost any operation.

To begin, Most Vehicles require extensive training to operate, as most of them require a crew more than one, teamwork and good cohesion is a mandatory asset units controling each craft must have.

The Armored Personnel Carrier

The Armored Personnel Carrier (APC) is a generic pre-war APC model used by militaries. Featuring a driver hull that can carry 2, a back seating area that can carry 4, and a turret that can be mounted and used by 1, The APC is the default patrol carrier, and can be deployed even if sociostability is flatter than your average rebel's heartbeat scanner. Units above the rank of Specialist may drive this craft.



The M109 Paladin U


The M109 Paladin is a beast. Designed and used by the pre-war American armed forces and introduced in the 1960s, the tank can support a crew up to 6 people and carry the firepower of an entire platoon. Armed with a turret and a payload launcher, this craft is used for demolition and destruction, God help anyone hostile in its path. Units above the rank of Lance Corporal may drive this craft.



M4U Sherman


The M4 Sherman, (Medium Tank, M4), was the most widely used medium tank by the United States durring the ages of World War II. Modified for modern use, The M4U Sherman requires less of a crew compaired to the Paladin, And is generally lighter in use. Armed with a weaker payload, this tanker is deployed for lighter offensive missions if used. This tank is no longer in mass-production, and is a remnant of old CDF warfare. Though is used occasionally.



The Scout-Class Experimental Scout Buggy


The Scout is an Experimental design, borrowing inspiration from pre-war scout cars, and the modern technologies provided by the Union. Each car can seat two users at max, and if needed, hold one mounted pulse rifle for offensive usage. The purpose of this car is to act as a One-Man vehicle for scouting ops... Or if you wanna impress that hot someone you've been eyeing. Either way, you'll find this craft useful at what it does.

Section IV: Article I |Roadblocks
Now what is a road block? Well. Its a Road Block. Roadblocks are issued when areas need to be clamped, closed, or downright blocked. Roadblocks are issued by units above the rank of Sergant, and are expected to be carried out as quickly as they can be assigned and setup. Prior to driving to preform a roadblock, Vehicles are to stock up on concrete barriers for use.

Level 1 Roadblock

The level 1 roadblock can be called at any sociostability level, And is the generic and cheapest way to contain one area. Consisting of One APC, Two Riflemen and One Infantryman, and two Concrete Barriers.

Level 2 Roadblock


The level 2 roadblock is called when social unrest and suspicions rise. When an area needs to be covered and no one can enter and exit. Tankers are deployed and units are expected to be on their A-Game.

  • Two Riflemen (Gasmasked)
  • Infantryman
  • Two Concrete Roadblocks
  • Leopard 2A7


Level 3 Roadblock

Your area is confirmed to be extremely dangerous, or in need of security. Level 3 roadblocks are meant to install a sense of dominance and control, and show off the might of the CDF. Level 3 Roadblocks are called when civil unrest is at its peak, Usually with help from local Protection forces, level 3 roadblocks participants are expected to be vigelant, and ready for anything, anytime.

  • Infantryman
  • Two Concrete Roadblocks
  • Leopard 2A7
  • APC

Section V: Article I|High Command
High Command, The brunt, the strong, the knowledgeable. High command, also known as Commissioned Officers, consists of the leadership of any given faction, including the CDF, its members are extensively trained and are to be respected. If a high command Individual of any rank walks into your area, you are to be expected to straighten your posture, and execute one formal salute. Saluting outside the Nexus or any Forward Operating Base is viewed as an offense, and will be treated as one.

Treat high command with the respect you wish to be shown, They have earned their place in the ranks of the CDF and will be shown with the respect they deserve, regardless of situation. These are your commanders, they are not your pals. The first and last word exiting your mouth when speaking to a unit of command will be 'Sir' regardless of situation or gender, on or off of duty.



High Command Behavioral Guide


High command are expected to remain professional, and clear cut at any given time. As a unit of High command, you are expected to remain knowledgeable to your units, meaning you are never to break your required attitude towards units, unless for special occasion. If you find yourself off-duty, units are still to approach you as if you were on-duty, and you are to respond as if you were on-duty.

Treat your units with the respect you wish to be shown, however, don't feel afraid to raise your own voice, and express your authority. If some unit were to, lets say walk up to you with a silly question anyone could answer, you would make sure the unit knows of his mistake, by raising your voice and directing him to someone else they can bother. You are not a personal ally to low command, you are the director to low command. Be a Role Model, Not a Friend. Be Respectable, Not a Pal. Be Honorable, Not a Companion.



High command are not to patrol, only when the situation absolutely calls for it, as such, they are expected to give orders from a far. If they are required to leave the base, they are to be escorted by one or two units, or in a mode of transport.

The rest of high command's behavior is classified. If you class as High Command, ask your sector's General for guidance.

The High Command Rank Structure


LT| Lieutenant

The Lieutenant has proven himself worthy of high command, and are to be watched closely.

Capt| Captain
Continued Impressive Activity and Performance

The Captain is only awarded to trusted members of the CDF who have clearly proven themselves. Thus, they are expected to work efficiently and be given adequate respect.

Col| Colonel
Exemplary Activity and Performance

The Colonel is the second highest rank within the CDF, thus, only members who have shown Exemplary performance as both a foot soldier, and high command are to be awarded this rank.

The Colonel functions as the CDF's commanding unit.

Gen| General
Continued Impressive Activity and Performance

The General functions as the primary director and highest authority of the CDF.
