The anti-materiel rifle has a strength rating of 8. You can bring the rating down to 6 with Weapon Handling. Shouldn't need anymore than that, companions can be used to carry your stuff.
Perception affects compass range, I set mine at 6 and used glasses and Boone's hat for another 2. You can set this higher or lower depending on how far you want your compass range to be.
Endurance: Ideally hitpoints won't be an issue if you're taking them out at long range. There are 9 implants available, set your endurance to however many implants you'll plan on taking.
Charisma: I set mine to 1. Companions were strong enough and I didn't use speech/barter that much.
Intelligence: Had mine at 4, was able to max guns, sneak, lockpick, science. Increase if you plan on maxing more skills.
Agility: Affects Guns and Sneak, AP and run speed. Had mine at 8.
Luck: 9 Points gives +5 to all skills and a 9% crit chance. I had mine at 9 + implant but mainly for the easy gambling.
