I just found a way to install it, using a work around on windows 8. An app called Steam Tiles noticed I 'owned' it, and allowed me to pin it to the windows 8 start screen. Clicked that and steam tried to launch it, failed, and then tried downloading it. I'm doing so now, and nothing says it's not going to work.

Also, apparently this works too:
steam://install/92
