Thank you for you suggestions. I actually did disable the anti-virus to no avail. I also did uninstall the game for a little while. I had to contact them and after 2 weeks of back and forth, its fixed. They had me do something that I did a couple times and it didnt work and all of a sudden it worked when they suggested it.

Hi! on your xcom enemy within review you weren't able to play. I had the exact same problem...
all you gotta do is uninstall xcom and then reinstall it.
