The newly added starter edition on sale is pretty nice value. This is probably the best strategy game of this style, I'd highly recommend buying only during the very frequent sales. The default launcher is buggy at times, but you could always use a modded one.
Mods are easy to get and very cool, pretty essential.
Performance wise the game is very easy to run, but you can't use the standard office laptop or you're stuck on a very slow speed and can't play multiplayer, at least get a proper low end PC with gaming in mind.
