Report a translation problem
On the various mod forum you should be able to find a model decompiler ( I used MDLdecompiler from cannonfodder, but maybe there are newer tools around). To modify add animations etc. you can use Blender with source engine plugins (also 3ds Max should work). For compiling the model you can use the tools already included in Valve's source engine sdk

Fun fact, back in the day I originally made my vehicles as replacements for the HL2 buggy and episode 2 jalopy, now I can't wait for your mod
