The world of GTA SA is better than that of GTA 4. You have 3 cities, numerous villages and counties, countryside, ghost towns, hills, rivers, lakes, dams, bridges and what not! In GTA 4, you have only one city and nothing else. In GTA SA, you can fly planes, drive trains, swim underwater and parachute. All these features are absent in GTA 4 (parachuting is available in the Ballad of Gay Tony). GTA SA driving experience is also way much better. Of course, being a newer game, GTA 4 graphics and features are way much better but I would have loved it even more if they had retained the above mentioned features of GTA SA and added at least a few villages, towns and a small countryside.
