Out of all Paradox games that I've played, I enjoy Vic 2 the most. It can be boring if you choose a nation that has little to do, and the infamy system can be annoying at times. It's still easily a much better system than in hoi 4 in my opinion when it comes to combat. In vic 2 you control the army as a whole rather than have to manage each individual unit of infantry, which becomes very tedious in hoi 4 when your mouse double clicks a lot and you have to cancel orders, reset selection about 23 times, then get that one unit you were trying to move to do what you wanted it to. The trade system is easily one of the best I've seen. Crisis politics (A dlc extra) can be dumb when your great power sphere leader and ALLY sides against you in a crisis for core territory.

TLDR: Easily better than Hearts of Iron IV in my opinion.
