We are sending another group of "volunteers" to the "happiness" camp in Siberia. These new "volunteers" have proven themselves "capable" of great deeds and so, they are being sent there to join the other members. There they shall enjoy the company of "Comrade" Chuikov and the other lovely former members of the union.
