Piracy. Stemming from the weakness of the Ottoman Empire in the south. Is vastly expanding into the Imperial Russian area of control

Orders from Sevastapol have been issued for the 36 Ships of the black sea fleet
to begin anti piracy sweeps throughout the area. The punishment for Piracy by decree of Admiral von Krusenstern is imediate execution by a firing squad.
Tradesmen and any individuals who seek to pass through the black sea are told to only go along the Romanian. Blugarian, and Turkish Coastlines. these are the areas where the Ottoman Empire is still able to protect passage. The central black sea is currently being sweeped by Imperial Russian and Ottoman Navies for Pirates and upon the ending of this problem people will be allowed to traverse the central black sea again.
