the United Production Block was organized within Kielce's Hans district on August 11, 1942. Formed by business owners and private medical service providers, the aim of the Production Block was to unionize and protect workers and business owners from the rampant crime and looting within Poland during wartime. A largely unofficial militia was formed, kept armed by criminal connections, and maintained discreetly. The very existence of this workers union had to be extremely subtle, as not to garner the wrath of the German-controlled government.

Trouble began when German officers entered a winery in the Hans district, and began unlawfully searching it. Militia members, attempting to stay discrete, tried persuading the soldiers to leave without violence. After their pleas had failed, a firefight eventually erupted, prompting reinforcements to flood into the area. Wine making equipment was seized after the fight died down, and left 12 dead.

Tensions rose until violence in the streets became common all over Kielce. The local government, desperate to appear competent, refused to alert the Germans, and became determined to handle the incident internally. Despite their best efforts, street violence approached open revolt, and during a public appearance attempting to address the original confiscations and searches, the Burmistrz of Kielce was assassinated. This sent shockwaves through the community, and in the ensuing chaos, The militia grew, and barricaded the Hans district. German soldiers in the area attempted to regain order, but their attacks proved uncoordianted, and ended in small victories for the militia. These victories reinforced the spirit of the partisans, who had come to effectively run Kielce during this period.

Eventually, despite extreme turmoil, a new Burmistrz was selected. His government immediately cooperated with the UPB, and as time went on, with rampant criminal dealings in the government, it didn't take long for both the militia and the local government to work together. Goods from the UPB would be shipped abroad by the government, and as they moved in to secure shipments, the roles started to reverse; partisans working under corrupt Kommandants so that both could profit. Immediately after this deal began, a band of hardline union members quickly planned to eject the Nazis from all dealings once again.

Eventually, A dispute between a Kommandant and a senior member of the militia ended in bloodshed, the partisan executed by the German. Spearheaded by radicals, the initial chaos and confusion broke out, again, into intense firefights. Between capturing the police and soldiers caught in the confusion, to claiming initial victories, the militia once again tasted victory.
