/com_maxfps 125 Increse fps rate
/cl_maxpackets 100 Increse packet transfer rate
/snapas 30 Smooth play on server
/cg_fov 80 Wider field of view
/cg_drawfps Display FPS upper right in game
Some of the setting you would not want to do such as Remove Shadows.
It tells you so0meone is right behind the shadows, so why turn it off.
To be safe backup your game and C:\Program Files (x86)\Steam\steamapps\common\call of duty black ops\players\config_mp.cfg
