Russian conquest of Kazakh Khanate

For centuries the Ottoman fleets have provided peace and security to the traders in the Eastern Mediterreanean sea protecting them from pirates, knights and other never do wells.

However the Ottoman navy has began to lag behind its contemparies in terms of quality and quantity, where once the greatest of the European fleets had to combine to merely challenge the Ottoman navy now the fleets of mere upstarts such as the Russians can go toe to toe with the great fleet.

As such the Sultan has seen fit to redirect resources towards modernising and increasing the size of the fleet in order to better look after the ottoman ocean.
