Few years later... I'm having the same issue as Greylotus does. Nowadays you should use Achieve It! mod for achievements instead of Achievement Enabler

Hi @Shades, thanks for your guide it has been really helpful. However, I must report that this savegame and the other for the leisure achievement are not causing either to pop for me. Have also expanded the zones and districts to encourage further building but still nothing.

@XpertVirus hey, you should be able to unlock the achievement once you have buildings on those zones... make sure those zones have buildings on... and it's more than a 1000 squares... some might have abandoned ones... but if not, the achievement enabler mod might have issues with the patch.. or the patch itself blocks other save games from achievement.. so, im not sure.. let me know how you solved it though :D
