You cant change anything of these items, there is no difference between a vanilla building and a custom buildings outside of the looks.

I think this is normal, education is nessesary to level up. I think you cant create "smart" L1 areas, because education is the mayor factor for buildings to level up from L1 to L2. I have only released the L1 and a few L2 buildings so far, and with time and with my full set, there is definetly an increase in education (L1 wont be much smarter, but L2 and especially L3 will start changeing colors after a while):

Can you set the attributes of your designs like power and water usage,flamability,education level,garbage generated? I have found with the Brooklyn building set education stays in the red even with a school right next to the buildings. Or as you say you can only change the looks then which building is being changed to make this group of buildings? Is it a building with no education requirement like a commercial or industry building? Sorry this isnt a critic of what you have created. its more about raising property values. Uneducated residents equal low property values.

Seems with group education doesnt work. What did you rework from previous buildings besides the look of them?
