Better Research UI

This mod reworks the research and doctrine UI to improve clarity and make navigating it easier.

Most notably it removes any need for scrolling both vertically and horizontally, show all years associated with a research in each tab and align them based on their year of research.

This mod doesn't require any DLCs and support every combination whenever you have all of them or not.
