Method

The best way to get this achievement, is by using a lethal primary with a scope. I have attempted going non-lethal, however it seems to not work. This is likely due to the fact that 'headshot 2 suspects' means that they have to be killed for it to work.

Loadout

Primary: SR-16
Optic: ATAK-R 1-12X

Only your primary will matter here.
The ATAK-R 1-12X scope has the best range in the game so this is the best way to make your shots accurate. Use either AP or HP rounds. Other attachments are preferences only.

17 Dec. 2024 Dark Waters Release Patch 1 Changelog, Miscellaneous Fixes: Fixed an unintentional way of being able to obtain the “Big Shell Specialist” achievement with arrested suspects.

Doesn't work, maybe they patched it so that arrested suspects don't count. Also, your teammates attack you after shooting even one handcuffed suspect now.
