Distributism

A mod I am making for u/kilamem and u/redblueforest. A lot of work needs to be done.

So far, I have implemented a law "distributism" with the correct modifiers to collectivize half of most buildings when the law is enacted.

To do:
Find new icon
Fix text
DONE : Implement pop support so the law can be passed
DONE : Move law location to above cooperative
Change the modifiers under the law to be more representative
Maybe change so pious no longer want distributism, move to corpratism

ect. as I think on it more
