Just got it today, you need to let the traci escape in project Eden, not kill the chloe in meet kamski, and just get a good relationship with hank. Become a deviant as connor and if you successfully free the androids from the cyberlife storage as connor, you need markus to get killed in battle for detroit then you will get this option.

@CrownedRose, this did not happen in my playthrough, but I am almost certain this ending is what happens when the player fails to locate the "emergency exit" in Connor's programming. It is a grave reminder to not overlook small details at any point during gameplay.
