KX Increased Resources

Made and only tested with Kaiserredux. Made it because some KX countries have zero resources and the other increased resource mods do not fix that. Mod aims to buff minor countries by giving them additional resources, but some majors are given resources (ex. Canada and Hungary).

Some features
White Ruthenia and Baltic's actually have resources
Hungary has historical oil production
Nordic countries have more resources
Russia has its historical synthetic rubber production
Chinese warlords get more resources
