It's currently possible play unreleased/work in progress heroes in lobbies you make with this guide and sandbox testing. The steps are below

1. Go to the main menu
   
2. Click play
   
3. Start a sandbox match
   
4. Click F7 on your keyboard and a command line should appear
   
5. Type sv_cheats true and click enter
   
6. Type selecthero hero_HERONAMEHERE
   
7. The list of hero names is below in the chart

There are more maps you can play, such as the normal game map, a 1v1 testing map, a different version of the sandbox map, and a few more.
To list game maps you can load press F7 and use the command To load a map use this command (replace the second half with the map you want)
Example: map 1v1_test

This command works in public bot matches. That way you can test the heroes out with friends instead of being stuck in the sandbox arena.
Valve has fixed this. The command also does not work in custom game lobbies made via the main menu option. Use the guide I have linked at the top of the guide to play unreleased heroes with friends.

• Your souls and skill points are refunded when switching heroes!
  
• Using the selecthero command breaks ability progression.
  
• In case heroes get their names changed or removed, if you turn on sv_cheats, you can use this command to list all heroes that are currently playable in the game

  • Load maps (replace the second half with the map you want)
