I have had the most scattered experience with this game. Sometimes it runs fine at 4K, sometimes it likes 1440P, 1080P has never worked for me, sometimes 720P I can max things, and other times 720P is so harsh it's like don't even try. On all resolutions however, it will randomly slowdown, to 10fps.
This screenshot was taken with a fresh install of Windows 11.
My son has a Gen 1 Ryzen 1600X 8Gb RAM and a GTX1060 same settings in 1080P with anti aliasing & vsync off and it also shines,
We both run Windows 11 latest drivers.
That could be it
