Would be extremely difficult, if not impossible. The builds seen here are completely separate from one another. They have been placed individually in the scene. The Empire State and Chrysler Buildings are miles away to create an illusion of correct depth and scale.

I am, however, in the process of making my own scratch-built city cover. One that will be fully usable as a cover, although it will be smaller in scale to this. Here's a recent screenshot of the progress so far. There is a lot more than what is shown in this image.
