The Fix
This is gonna sound weird but it worked for me. I picked it up off a video on youtube.

what we need to do is startup and run the steam interface on only 4 cores and to do that we're gonna make a batch file to use to start steam.

1) first thing we're gonna do is open notepad
you can either copy and paste the following or type it out yourself

start /affinity FF C:\"Program Files (x86)"\Steam\steam.exe

**that's assuming you have steam installed in the default location on your C: drive. if not edit the
line to point to where you have steam client installed.

2) now go to the "file" menu and "save as"
after you've picked where you want to save the file (like the desktop)
underneath where you name the file you'll see where it says "save as type" and it's currently
says "text documents (.txt)" we're gonna change that to "all files"

3) you can name the file whatever you want but at the end you need to type .bat

so say you want to name it "steam quad" you would type "steam quad.bat"

4) so now instead of starting steam the normal way you would click on that batch file and it will
launch steam set to 4 cores and you can start the game normally and play! this keeps you
from having to run in compatibility mode which people say screws up frame times

5) ENJOY!!!

I'm running maxed out settings with v-sync enabled at 1920x1080 smooth as butter
